The TCI Global Conference in Kazan “Cities, Collaboration, Circular Economy” held on 15-17 September 2021, stimulated the discussions about the value of global clustering in our fast-changing world. International participants shared experiences, interacted and be open to learn within the TCI Network in a crossover of approaches to clustering and regional development dynamics to deliver best opportunities for new businesses. The 3 C’s, new role of Cities, Collaboration and stimulation of a Circular Economy completed the 3-day program where participants also had the chance to learn first-hand from innovative experiences in Tatarstan clusters, cities and businesses.
The host organization has been Association INNOKAM in cooperation with Higher School of economics, Moscow, both organizational members of TCI, supported by the Government of the Republic of Tatarstan, Tatarstan Investment Development Agency (TIDA), and the Ministry of Economic Development of the Russian Federation.
About the region
Tatarstan is a dynamically developing region, with its success being based on a solid foundation of economic stability. The republic is an oil production and petrochemical center – it is there where KAMAZ heavy-duty trucks and Mi helicopters are being produced; with attention being paid also to the agriculture field as it is one of Russia’s main spheres for development. One way in which Tatarstan has distinguished itself from other parts of Russia is the emphasis it has placed on creating the necessary infrastructure to support and attract foreign capital. About the hosts
The Kama cluster is situated in one of the most developed agglomerations in Russia. It includes the city of Naberezhnye Chelny, Nizhnekamsky District, Elabuzhsky District, Mendeleevsky District, Zainsky District, and Tukaevsky District. Association «Innokam» is a development institution, created in 2012 for coordination of activities of cluster participants. Today “Innokam” cluster includes modern petrochemical and oil processing enterprises in Nizhnekamsk, automotive industry and automotive components production in Naberezhnye Chelny which is famous not only in Russia but all over the world and international markets. Educational institutions – two national research universities and a federal university are also represented. Scientific centers provide the enterprises highly- qualified personnel and advanced innovative developments in the field of chemistry, petrochemistry, and machine-building industry. The Kama cluster is included in the list of top 11 innovative clusters-participants of a priority project of the Ministry of Economic Development of the Russian Federation, which entitled "Development of Innovative Clusters Leading in Global Innovative Attractiveness".

The Tatarstan Investment Development Agency (TIDA) is a special executive body of the Government of Tatarstan, founded in 2011 to carry out investment promotion and facilitation. TIDA is responsible for all international investment and business projects in the Republic of Tatarstan, reporting directly to the President of Tatarstan.
