The TCI Network is pleased to invite cluster and innovation ecosystem professionals, practitioners, policy makers, consultants, and researchers to join our pool of experts to support TCI Network services. These services include strategic peer reviews, international benchmarking, advisory assignments, market research, and capability and capacity-building training and development activities. This opportunity is open to TCI Network Members only.

Expertise Areas

We are seeking professionals with demonstrated expertise in one or more of the following areas:

• Cluster policy design and implementation including integrating cluster programmes within broader industrial, innovation, and regional frameworks
• Accreditation and evaluation of cluster programmes across different types and stages of clusters and innovation ecosystems
• Public–private collaboration and building ecosystems encompassing governance, and cross-sector and multi-stakeholder engagement and coordination
• Cluster strategy and planning including development of growth paths, competitiveness positioning, and establishing long-term priorities
• Design and delivery of cluster services, such as innovation support, internationalisation, SME development, specialist advisory support, and access to finance
• Strategic and financial management of clusters, including establishing sustainable business models, and securing funding, and/or investment
• Monitoring, evaluating, and assessing the impact of cluster initiatives, including benchmarking initiatives, setting and reviewing key performance indicators, and evidence-based decision-making across all operational aspects of managing clusters

Experts engaged by TCI Network shall typically contribute to:

• International peer review panels for cluster initiatives, cluster policies, and regional strategies
• Comparative benchmarking and analytical studies
• Advisory missions and strategic workshops
• Design and delivery of training and knowledge-sharing activities

Eligibility and Profile 

Applicants should demonstrate:

• Must be a TCI Network Member
• At least 7 years of relevant professional experience
• Proven analytical and advisory capabilities
• Excellent written and spoken English; additional languages are an asset, particularly Spanish, as initial opportunities will focus on Latin America
• Availability to undertake short-term international or remote assignments
• No conflict of interest
