TCI Policy Workshop 2022




With the growing support from cluster strategies and policies, many clusters have flourished and developed to advanced levels being frontrunners on business support, innovation, globalization, green and digital transition, upskilling and upscaling. At this TCI Policy  Workshop we will dig  deeper to understand how policy frameworks can help to  develop clusters  to advanced levels, and how to design and implement  groundbreaking  cluster policies looking ahead.

The workshop will be also a celebration of the 10 years of learning together at the TCI Cluster Evaluation Working Group. The Group has put together a new Evaluation  Toolkit to help those embarking on evaluation that we want to test, challenge and improve with participants.

The whole TCI Policy Workshop will have a co-creating format filled with interesting cases and lots of group discussions and learnings. At the TCI Policy Workshop you can:

  • Join experienced practitioners with core insight on cluster programs – hear their learnings and failures along the way
  • Share ideas on what comes next in cluster policy
  • Learn about the strong Basque cluster trajectory
  • Feed the Evaluation toolkit by the Cluster Evaluation Working Group.
  • Draft and share insights for the new TCI Cluster Impact Guide.


 Who: The TCI Policy Workshop is targeted to members of TCI Network and representatives from agencies and government departments that lead a cluster program and/or design a cluster policy.

When &  Where: May 19 (from 9.00 to 17.00) and May 20 (from 9.00 to 13.00), at Azkuna Zentroa in Bilbao, Basque Country (Spain).

Registration is free of charge for TCI members. Each participant will cover own food, travel and accommodation costs. We can accommodate a maximum of 30 participants at the workshop; registrations will be handled on a first come, first served basis with a maximum of 2 participants from the same organization.
