TCI Latin American Chapter Webinar "Measuring Clusters' impact. When and how" - materials available

Victoria Georgieva,

On December 12 the last TCI Latam Webinar for 2019 took place. James Wilson, Research Director at Orkestra – Basque Institute of Competitiveness & TCI Network Board of Directors together with Rocio Prado, Director at Sintonía, UPAEP, Mexico contributed for very much useful discussion about Measuring clusters’ impact.

The webinar generated great interest among cluster practitioners around Spain and Latin America, interested in tools and methodologies on how to track and evaluate the success of their cluster.

The panellists shared cases from the Basque country and Mexico, while giving their points of view on can a cluster be successful and, at the same time, its companies not; or if it is possible to have a failed cluster and successful companies and more.

Rocio Prado stated that there are different strategies to measure the clusters’ impact and the cluster can and should be measured in different stages. For that, it is important to use different indicators in the different stages of the evaluation: “This will allow us if we are getting closer, or unfortunately away from our goals and strategy implementation.”

“How to measure clusters’ success? This is a very important, but difficult question. Because of cluster’s features, it means that many of its impacts are intangibles and/or difficult to isolate one from another. Also, it is very important to know very well how to differentiate the cluster and the clusters policies or initiatives.”, James Wilson said.
